Dear Ms. Michelle Ann Prado,

Greetings!

Thank you for your request dated May 31, 2023 05:10:12 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch for a 
certified document as a victim of torture under the hands of employer in Singapore.

Foremost, Ms. Prado be correctly informed that the eFOI portal is not an avenue to seek personal information.  The eFOI is intended to share public information/data.  

Given such, OWWA can only advise you on the course of action you may wish to undertake.

The Certification that you are a Victim of Torture comes from the courts in Singapore as this fall part of a criminal offense.  Therefore, the best government agency to seek assistance is the Department of Foreign Affair (DFA) thru its Office of the Undersecretary for Migrant Workers Affairs (OUMWA) wherein the Phil. Embassy in Singapore is given authority to represent a Filipino National in the courts.

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing the OWWA- FOI Decision Makers at email: foi_dm@owwa.gov.ph. Your review request should explain why you are dissatisfied with this response and should be made within FIFTEEN (15) calendar days from the date you received this letter. We will complete the review and tell you the result within THIRTY (30) calendar days from the date we received your review request.

However, if you are still not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
