Hi! I would like to request information for the following:

1.) The number of domestic violence reports for the past 10 years (2012-2022).

2.) The number of Filipinos who leave the country each year to work overseas for the past 10 years (2012-2022).

3.) The number of returning OFWs every year for the past 10 years (2012-2022)

4.) Countries or Continents with the highest rate of domestic violence against OFWs for the past 10 years (2012-2022).

5.) (If possible) Types of domestic violence (e.g. sexual abuse, physical abuse), & the reasons such as; language barriers, cultural differences.

Dear Ms. Louella Unilongo,

Greetings!

Thank you for your request dated Mar 05, 2023 04:57:21 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch data on the number of domestic violence reported by OFWs, number of Filipinos who leave the country from 2012 to 2022, and the number of returning OFWs for the same period.

Be correctly informed that the Overseas Workers Welfare Administration (OWWA) is the repository of data regarding its member OFWs.  Having said that, it is easy to deduce that not all Filipino workers overseas are members of OWWA.

With respect to domestic violence, your data source here is the DSWD and the data on OFWs leaving the country to work legally abroad it is the POEA.  Moreover, the returning OFWs (on vacation or for for good), it is the Bureau of Immigration that keeps such data.

Though there is data-sharing among government agencies, it is not allowed by the data privacy act to provide information to the public.

It is therefore suggested that you seek the following government agencies mentioned.  You can also include the Phil. Statistics Authority (PSA) and the Dept. of Foreign Affairs(DFA).

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing the OWWA- FOI Decision Makers at email: foi_dm@owwa.gov.ph. Your review request should explain why you are dissatisfied with this response and should be made within FIFTEEN (15) calendar days from the date you received this letter. We will complete the review and tell you the result within THIRTY (30) calendar days from the date we received your review request.

However, if you are still not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
