Greetings!

Thank you for your request dated May 17, 2023 12:33:25 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch for data on the numbers of OFWs from Brgy. Looc, Calamba City including names, contact numbers and email addresses.

Ms. Diones be correctly informed that the Overseas Workers Welfare Administration is a government agency that is governed by the Data Privacy Law.  As a researcher,  you must be fully aware that providing information to the public about the names, contact number and addresses of individuals without their permission/consent is punishable by law.  Be also conscious of the ethical/moral standards and cultural values which guides researchers.

Moreover, as graduating students you must be able to articulate the objectives or purpose of the study you are conducting  so that recipient of your request, like the OWWA, can properly advise or refer you to the appropriate government agency.  

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing the OWWA- FOI Decision Makers at email: foi_dm@owwa.gov.ph. Your review request should explain why you are dissatisfied with this response and should be made within FIFTEEN (15) calendar days from the date you received this letter. We will complete the review and tell you the result within THIRTY (30) calendar days from the date we received your review request.

However, if you are still not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
