Sa lahat ng bumubuo ng Butuan Water District,
Pasensya na po sa abala at ito po ay upang makatulong sa mga kaibigan ko sa Butuan.
Ano po ang sistema tuwing panahon ng sakuna at hora de peligro pagdating po sa inumin na kailangan ng tanang lugar kung wala pong mapagbibilhan o wala rin pong makapagpadala dahil sa pinsala ng kalamidad?
Pakilagay po rito ang tamang paraan upang humingi ng tulong dahil po malamang sa hindi ay wala nang inumin ngayong Linggo sa kanila.

Maraming salamat po sa inyong liham bilang tugon sa panganib ng kawalan ng tubig sa Kabisayaan at Hilagang Mindanao.
Nawa’y maunawaan po ninyo na ang inyong sagot ay tila hindi alingsunod sa itinakda ng Malacañang bilang pananagutan ng LWUA.
Ayon sa s.22 ng PD768, ang LWUA ay ang tanggapan ng pamahalaan na:
“ …shall primarily be a specialized lending institution for the promotion, development and financing of local water utilities. In the implementation of its functions, the Administration shall, among others: (1) prescribe minimum standards and regulations in order to assure acceptable standards of construction materials and supplies, maintenance, operation, personnel training, accounting and fiscal practices for local water utilities; (2) furnish technical assistance and personnel training programs for local water utilities; (3) monitor and evaluate local water standards; and (4) effect operation, district annexation and deannexation whenever economically warranted.”
Bukod pa rito, nakasaad sa s.62 ng PD198 na orihinal na batas na ang LWUA ang dapat maniguro na ang mga lokal na Patubigan o Water Districts ay siguradong handa sa mga regulasyon gaya ng:
“(c) Equipment, Materials and Supplies. - Standards for the optimum selection and effective utilization of equipment, materials and supplies by local water and sewer utilities;
(d) Operations and Maintenance. - Standardized procedures for operating and maintaining equipment and facilities;”
At dahil binabanggit ng batas ang salitang “optimum selection”, “effective utilisation” at ang kabuuan ng s.62 (d), paumanhin po ngunit hindi naman po yata sapat ang inyong sagot.
Sa makatuwid, nagkaroon po ng kakulangan ang LWUA at kaya po may mga kababayang nasawi dahil sa kawalan ng tubig, pinsala na gustong sagipin at kaya nabuo ang LWUA.
Ginoong Ho, wala po itong masamang hangarin ngunit magsilbing aral sa mga namumuno ng inyong pangkat na tahakin ang tamang daan dahil buhay ang katapat kung kayo ay pabaya.
Muli, maraming salamat po sa inyong lahat sa LWUA at sana ay maisaayos ang lahat bago uli sumapit ang panahon ng habagat sa 2022.

In times of emergency, filtering and boiling water are steps that usually help to make water potable.
This is an interim action while waiting for government aid.
At LWUA, our quick response to such situations is to send a mobile treatment plant to immediately distribute drinking water.
At present, we are mobilizing teams to inspect Odette-hit areas in Visayas and Mindanao.
