How to Get DENR review a Grazing Contract Already Granted

Good afternoon, Sir and Ma'am!

My family had been in a place where a land can still be used for productive purposes but is under a contract with the former DENR Secretary granted last 2010. Until now, the same grant to certain person for grazing and development purposes had not been worked on by the applicant.

Can you tell me what agencies, bureaus can I write to give me the proper course of action considering it is already 10 years and there remains a land still idle. It is about 445 hectares.
