Hi Sir or Madame:

As part of our Natural Resources and Environmental Law class in Arellano University, we are reporting on Republic Act No. 9275 or otherwise known as the Philippine Clean Water Act of 2004. Section 6 in the said law is the designation of Non-Attainment Areas. As of 2013 National Water Quality Status Report (NWQSR), the Procedural Guidelines for the Designation of Non-attainment Areas is still undergoing review process. May I know if the guidelines are already done, issued and made effective already? We'd like to have a copy of if one is available.
