Hi! I would like to request for information regarding  the feasibility study that was undertaken by the Department of Science and Technology (DOST-CAR) in 2015 on the need for an environment-friendly monorail system to address traffic and air pollution in Baguio and La Trinidad.

Greetings!

Thank you for your request dated Oct 06, 2019 01:04:24 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

You asked for Feasibility study for an environment-friendly monorail system to address traffic in Baguio.

In 2015, DOST-CAR initiated the conduct of a pre-feasibility study titled “Study on the Viability of Deploying DOST Developed Mass Transportation Technologies in Baguio City and La Trinidad, Benguet”.  Said study was implemented by our agency together with the DOST-MIRDC through the Transport and Traffic Planners Inc. (TTPI).  The hard copy of the final report was disseminated to LGUs-Baguio City and La Trinidad and other mandated agencies in December 2015, for their ready reference.       

The study focused on the rapid assessment of passenger demand on proposed corridors and determine current levels of public transport supply, determine environmental benefits of the AGT system, identify stakeholder groups and determine political impacts of the AGT system, perform preliminary institutional analysis of the AGT system, and assess potential financial and economic benefits and costs of the AGT system.  

To date, DOST and RDC-CAR are pushing for the conduct of a full-blown Feasibility Study of the Automated Guideway Transit (AGT) Project in Baguio City to include its adjoining municipalities (La Trinidad, Itogon, Sablan, Tuba and Tublay).  Further, we are currently exploring possibilities of a Public-Private Partnership (PPP) as possible funding source for the AGT FS towards its eventual technology transfer.
