I like to ask if the contract of service in government agencies/ gocc is covered by the Solo Parent Welfare Act, especially the Solo Parent Leave privileges. 

As a contract of service, there is no employer-employee relationship between the agency and the solo parent, therefore the services rendered by the solo parent are not counted as "government service". 

However, it does not discount that the contracted employee is still a solo parent and will need to attend to the needs of the child.
