Hi!I am in the data-gathering stage of my study. I would like to ask your good office in guiding me and providing me the following data:

·        Statistical data of Child in conflict with the law
·        Process for Adoption
·        Space requirements in designing an Orphanage
·        Update on statistical data of children that are abused, neglected, abandoned, etc. for each region.
·        Guidelines in designing a structure for children without family care.

Thank you for your request dated 30 November 2019 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your request

You requested for information on the following: (1) Statistical data of Child in conflict with the law; (2) Process for Adoption; (3) Space requirements in designing an Orphanage; (4) Update on statistical data of children that are abused, neglected, abandoned, etc. for each region; and (5) Guidelines in designing a structure for children without family care.

Response to your request

The DSWD does not have information on number (1). Under Republic Act 10630 (the “Juvenile Justice Welfare Act”), the Juvenile Justice and Welfare Council (JJWC) oversees the implementation of the law. Thus, the JJWC may have the data for number (1). Hence, you may wish to direct your request to the JJWC by submitting a request to them via this portal. You may also contact them by telephone at 921-0565 or via email at secretariat@jjwc.gov.ph.

The DSWD has information on numbers (2), (3) and (5). However, it only has limited information on number (4), specifically to those neglected and abandoned children residing in its centers and institutions.

Thus, we shall partially grant your request and we shall refer your request with respect to this matter to the proper DSWD office.

Under Republic Act 10625 (the “Philippine Statistical Act of 2013”), the Philippine Statistics Authority (PSA) is the government agency responsible for preparing and conducting periodic censuses on population, housing, agriculture, fisheries, business, industry and other sectors of the economy. The PSA may have the complete data for number (4). Hence, you may wish to direct your request to the PSA by submitting a request to the PSA via this portal. You may also contact the PSA by telephone at 462-6600 locals 839, 833 and 834 or via email at info@psa.gov.ph.
