Good morning!

I am from DepEd RO V. We have a current concern about the interpretation of RA9184 RIRR 2016 Section 23.4.2.4.

Is it correct for us to say that the Small A and B contractors WITH similar experience on the contract (BUT the ABC of the Project is MORE THAN their ARCC) may be allowed to bid?
