Sir/Madam: May I asked if the reposting and re bidding done by the BAC of DepEd Kalinga is valid.They conducted early procurement  activity  last Oct.26,2020 and I was the lowest calculated bidder, but I was surprised when they posted it in the Philgeps last April 30, 2021 because there was no prior notice of the bid evaluation given to me the fact that I was compliant and the lowest calculated bidder.Can the agency still continue the bidding without notifying me first the result of the early procurement activity?
