The R.A. 9184 IRR does not have specific stipulations for online software subscriptions, specially for products/services not available in the local market. Specifically: (1) Most service providers are foreign and will  only accept credit card or paypal mode of payments which are not available in our agency; (2) Being foreign proprietors, they are also reluctant with registering through PhilGEPS; and (3) Can we request for guidance on the proper process to follow please?

Your Request

You sought guidance on the procurement process of online software subscriptions which cannot be locally sourced and require the use of credit cards or other electronic forms of payment.

Response to Request

Your FOI request is approved. 

Please be informed that even before receipt of your query, this Office has already proposed to the appropriate committee, for approval, its draft procurement guidelines on online subscriptions.

Your right to request a review
