Procurement process inquiry for online software subscriptions

Requested from GPPB by R. Amansec at 12:12 PM on May 17, 2022.
Purpose: Guidance
Date of Coverage: 05/17/2022 - 05/17/2022
Tracking no: #GPPB-511408842731

Amansec 12:12 PM, May 17, 2022

The R.A. 9184 IRR does not have specific stipulations for online software subscriptions, specially for products/services not available in the local market. Specifically: (1) Most service providers are foreign and will only accept credit card or paypal mode of payments which are not available in our agency; (2) Being foreign proprietors, they are also reluctant with registering through PhilGEPS; and (3) Can we request for guidance on the proper process to follow please?
