Thank you for your request dated July 14, 2022 01:12:17 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. 

Your Request 

You inquired whether there are government agencies with Agency Procurement Compliance and Performance Indicators (APCPI) scores of three (3) over the last 5 years, and requested its list, if available. 

Response to Request 

Your FOI request is partially approved.  

This is to confirm that there are government agencies that have achieved very satisfactory marks and scored 3 in the various pillars, baseline indicators, and sub-indicators for their APCPI Assessment, from 2017 to 2021. However, none of the agencies has garnered a final total score of three (3) for their APCPI Assessment.   

While we can provide you with this detail, we deny your request for the list of such agencies and their scores and ratings, as they are deemed confidential in accordance with GPPB Resolution No. 39-2017 and anent Office of the President Memorandum Circular No. 89, series of 2021. As stated therein, all information related to the APCPI assessment shall be confidential and may not be shared without the knowledge and written consent of the PE concerned. However, the final ratings may be shared upon written request made by proper parties, such as the Office for Administrative Order No. 25, Office of the President, the Ombudsman, the Solicitor General, the mother agency or the Procuring Entity (PE) concerned, or when in aid of legislation, for legitimate conduct of an investigation, and disposition of a case.  

We recognize that research is likewise a valid reason for requesting information, so we are in the process of developing data analytics that covers the APCPI submissions of all PEs while ensuring the confidentiality of some information contained therein. Such data analytics will be published on our website once completed. In the meantime, you may directly request the PE concerned for their scores and ratings since most agencies post their APCI Assessment Forms as part of the Transparency Seal on their website.

Finally, we have attached a copy of GPPB Resolution No. 39-2017, for your reference.  

Your right to request a review 

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Executive Director, Atty. Rowena Candice M. Ruiz, via the e-mail address at Your review request should explain why you are dissatisfied with this response and should be made within fifteen (15) calendar days from the date when you received this letter. We will complete the review and tell you about the result within thirty (30) calendar days from the date when we receive your review request.   

 If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
