You asked from the Government Procurement Policy Board-Technical Support Office (GPPB-TSO), for research purpose, the modified data set of the PhilGEPS Bids and Award Notices, bearing the following additional information: 

1.	Awarded Contracts that underwent price escalation or any modification during implementation; and

2.	Revised Prices (or specifications) of modified contracts.

Response to your request

While our aim is to provide information whenever possible, in this instance this Office does not have the information you have requested.

Although citizens are afforded the right to information and, pursuant thereto, are entitled to "access to official records," the Constitution does not accord them a right to compel custodians of official records to prepare lists, abstracts, summaries and the like in their desire to acquire information on matters of public concern. (Valmonte v. Belmonte, G.R. No. 74930 February 13, 1989)
