This refers to your eFOI request received on 01 September 2022 via the eFOI portal of the Home Development Mutual Fund (Fund) wherein you inquired whether the Fund’s Personnel Selection Board interviews applicants applying for a position with the Fund.

We deemed it proper to raise this matter to the Operating Unit Concerned – the Human Resource Development Department (HRDD).

Section 35 of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (Revised July 2018), CSC Resolution No. 1800692, dated 03 July 2018, states that appointees to career service positions must meet the education, training, experience, eligibility, and competency requirements prescribed in the Qualification Standards (QS) manual or CSC-approved agency qualification standards for their positions at the time of the issuance of the appointment. Therefore, according to HRDD, all applicants who meet the minimum QS will undergo the evaluation process including the conduct of examinations and interview. Once the selection process has been completed, HRDD will release an official letter providing the applicants feedback on the results of their application.
