Dear MS. AIDA MAE MAGNO,

This refers to your eFOI request received through the eFOI Portal of the Home Development Mutual Fund (Fund) on 06 January 2021. You were requesting for information if a loan can be granted to a borrower involving a GSIS property and what would be the actions and requirements that the member must comply with.  It is not clear if you are referring to a property which is already registered in your name but subject to a mortgage with the GSIS or the property is still registered in the name of the GSIS but subject to a contract to sell.

We would like to inform you that a qualified member may avail of the Housing Loan programs of the Fund. In relation to your query, supposing the title of the property is presently mortgaged with GSIS and is registered in the name of the housing loan member-applicant, we may accept a loan application for refinancing purposes provided that the borrower is regularly paying her account with GSIS, without payment made beyond thirty (30) days past due for the last six months from the date of loan application. 

Meanwhile, if the title is presently mortgaged with GSIS and is also registered in its name, we may accept a loan application for purchase of residential unit/lot. The title must be free from any liens and encumbrances upon filing of loan application with the Fund. The member-applicant must also inform the GSIS of her intent to avail of a Pag-IBIG housing loan for the said loan purpose as she will be securing some documents from GSIS.
