Hi! I would like to request information if an Invitation to Purchase (ITP) has already been issued to the present occupant of lot 290-H-1-B located at Dao, Pagadian City. And have they, in return, submitted an Offer to Purchase (OTP)?

This refers to your eFOI requests received on 04 January 2022 and 08 January 2022 sent to the eFOI portal of the Home Development Mutual Fund (Fund) wherein you requested for the following:

1.	Latest appraisal status of Lot 290-H-1-B located at Dao Pagadian City (the “Subject Property”);
2.	The possibility for an automatic notification when the Subject Property becomes available;
3.	Whether an acquired asset of the Fund may only be disposed of via negotiated sale/public auctions when an Invitation to Purchase (ITP) did not proceed;
4.	Whether an ITP for the Subject Property has already been issued; and
5.	Whether the present occupant of the Subject Property already submitted an Offer to Purchase.

Our Office deemed it proper to raise this matter to and confer with the operating unit concerned – the Acquired Assets Management Group (AAMG). 

May we inform you that pursuant to Sections IV and V of Pag-IBIG Fund Circular No. 428, dated 31 July 2019, any unsold properties via direct purchase (purchase of the acquired assets by the present occupant) shall be disposed of by the Fund through Public Auctions (First Public Auction and Second Public Auction). Thereafter, all unsold properties during the Second Public Auction shall be offered through Negotiated Sale. Our AAMG stated that the lists of our acquired assets are posted in our website together with either the Invitation to Bid for Public Auction or Invitation to Submit Offer for Negotiated Sale.  The lists as well as the schedule on when to submit their offers and the date of opening of offers, the minimum bid price, and the mechanics on how to participate, are also indicated in the postings. Further, the Fund will be posting on the website a short video for additional instructions. 

Finally, at present, the Fund has no capacity to automatically inform interested buyers of the availability of a particular property. We recommend that your good self continually and regularly the check the lists of available inventories for disposal which are posted in our webpage with link -  https://www.pagibigfund.gov.ph/acquiredassets.html.
