Dear MS. KOLEEN G. SINAMBAN,

This refers to your eFOI request received on 02 November 2022 via the eFOI portal of the Home Development Mutual Fund (Fund) wherein you requested for the following data:

1.	Housing Loan Borrowers who were qualified to avail the Loan Restructuring and Condonation Program (Socialized and Low Cost), per year (2003-2021), per region; and

2.	Housing Loan Borrowers who were availed the Loan Restructuring and Condonation Program (Socialized and Low Cost), per year (2003-2021), per region.

According to you, the information to be collected will be used in a research paper you are conducting. 

May we clarify the particular research or specific subject you are seeking for us to determine whether the information you will be asking can be disclosed to the public or whether it involves matters of public concern. In addition, kindly submit the following:

1. A copy of your school ID; and
2. An endorsement of your request using your school letterhead duly signed by your College Dean. 

This is necessary for our records purposes that it is an official activity sanctioned by your university. Kindly send the scanned copy of your school ID and said endorsement to efoi@pagibigfund.gov.ph.

Also, after submitting the requirements above, kindly be informed that your request will still undergo proper evaluation and due to the voluminous information being requested which needs to be secured from different offices of the Fund, an additional time is needed by our Office to gather the requested data. 

During the period of us awaiting your reply, your request will be put on hold. If we do not receive a reply on or before 08 February 2023, your request will be closed.
