Dear Ms Bacalso,

Greetings from PCOO!

Thank you for your request dated 15 June 2017 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request:

You asked for the state of Philippine Bloggers for Legitimate Social Media Corps of the Philippine Government and/or information regarding the Development of a Legitimate Social Media Corps that covers the Philippine Government and its branches.

Response to Request:

Your FOI request is PARTIALLY SUCCESSFUL.

There is a pending policy proposal to accredit social media bloggers who want to cover Malacanang events. This proposal was drafted by PCOO's Office for Policy and Legislative Affairs, and first presented to the public last 23 February 2017 during the #AllMediaPH Town Hall in UP Bahay ng Alumni. The full video of the public consultation can be viewed at https://youtu.be/K_c9-fEmdEM

Since then, the PCOO convened subsequent consultations with social media bloggers in April and May 2017.

With the recent appointment of Margaux Uson as Assistant Secretary for Social Media, the draft policy on social media blogger accreditation was transferred to her office. It is currently being reviewed, and PCOO will schedule a final consultation this coming July 2017. PCOO will email you a copy of the approved policy once it is signed by the Secretary.

Please be informed that the policy only covers PCOO and Malacanang events. It does not cover the entire Philippine government. For government wide policy, please inquire from the Department of Information and Communications Technology (DICT).

We hope we were able to answer your query. Rest assured, we will email you the approved policy on social media blogger accreditation after the PCOO Secretary signs it.

Thank you.

Respectfully,

Kristian R. Ablan
Assistant Secretary and
FOI Decision Maker
PCOO
