Good day!

 The Bases Conversion and Development Authority (BCDA) - Property Management Division (PMD) is presently conducting a study on the policies/guidelines of Philippine Institute of Development Studies (PIDS) of its disposal of movable assets, such as desktops/laptops, mobile phones, chairs, tables, etc.  As such, we wish to know if the PIDS allows in its disposal policy the sale of movable assets to its employees.

In relation to the above-mentioned query, may we request for a copy of PIDS' Policy on Disposal for our reference.

Response to Request

With regard to your request for policy on diposal of movable assets, such as desktop/laptops, mobile phones, etc. to PIDS employees, please be informed that we do not allow disposal thru sale to PIDS employees since we do not have an existing policy on the same.  

In disposing properties, PIDS follows COA Circular No. 89-296 titled “Audit Guidelines on the Divestment or Disposal of Property and Other Assets of National Government Agencies and Instrumentalities, Local Government Units and Government-Owned or Controlled Corporations and their Subsidiaries,” and DBM NBC 425 titled “Manual on disposal of Government property”.

We hope this addresses your concern.
