I am Joy Angiela H. Garraez, a graduate student working on my thesis entitled “An Analysis of the Impact of the Government Innovation Subsidy on Micro, Small and Medium Enterprises (MSMEs): The Case of the Philippines”. One of the sources I will be utilizing for my thesis is the 2015 Survey of Innovation Activities of Establishments (SIA). With this, I would like to humbly request the firm-level dataset (public use file) of the 2009 and 2015 SIA.

Should I prepare a more specific request? If possible, I wish to request for the whole dataset so that I could adjust the direction of my study in accordance with the available dataset.

• Firm-level dataset (public use file) of the 2009 and 2015 Survey of Innovation Activities (SIA).
Response to your request
Your FOI request is approved. The public use file of SIA 2015 (which is in Stata format), together with the questionnaire and manual, is now accessible via this link: http://gofile.me/6Ud7v/zBC3k3Jcv. Please note that this is a secure link and only one access is permitted. The password will be sent to your email address. Also, the link will expire on October 25, 2022. Should you have trouble accessing the files, please feel free to email us at nsalcedo@pids.gov.ph.
Regarding the public use file of SIA 2009, PIDS does not have ownership over the data set. The Institute was only commissioned to analyze the survey results. You may request the said data from the data owner, which is the Department of Science and Technology (https://www.dost.gov.ph).
Your right to request a review
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response, by writing to the Central Appeals and Review Committee through nsalcedo@pids.gov.ph.
