Hi! This is Femy, a Master of Research and Development Management student in UP Open University. I'm here again to request for information explaining the interdependence of the research departments and finance-administrative department in PIDS.

Specifically, I wanted to know the culture of (1) research fellows and research staff, (2) support staff, (3) research services department, (4) research information department, and (5) administrative and finance department. 

As always, thank you for providing me valuable information for my institutional analysis, as a course requirement.

Response to Request

The officials and employees of the Philippine Institute for Development Studies (PIDS) share the same organizational culture. All members of the organization are informed of its strategic objectives, attract the right employees through its established competency-based recruitment process, and demonstrate the PIDS core values of Professionalism, Integrity, Dedication, and Service-orientation. As an organization with lean workforce of 105 employees as of November 22, 2022, the PIDS emanates the same culture across departments cultivating a shared vision, mission, and quality policy, and in-depth understanding of each other’s roles in the Institute. Primarily, PIDS has a culture of quality and excellence. Employees motivate each other to excel which results to high efficiency and productivity. 

PIDS also has a collegial environment which promotes open communication and ease of coordination within the organization. All members of the organization work harmoniously with a strong common interest. 

Employees are valued regardless of their level and position and there is a strong management support to employees’ welfare. It is being materialized through its CSC-approved Program on Awards and Incentives for Service Excellence (PRAISE) mechanism wherein employees are recognized and rewarded for their excellence at work and performance beyond their regular functions.  

Moreover, employees are confident to express their individual thoughts and feelings without fear of being rejected. They feel comfortable providing honest and open feedback. In fact, most of the PIDS committees include representatives from the employee association. There is also a strong emphasis on mentorship as competencies and values are passed on from higher position down the line. The organization also invest in staff development by providing continuous learning and development through training initiatives, coaching and assigning new responsibilities to help them prepare in assuming higher roles.

PIDS’ culture stands as one with the management and staff sharing the same organizational values, expectations, attitudes, and practices.
