Hi! I am currently conducting a market research (competitive analysis) to improve recruitment strategies.

One of the methods we are using is to conduct a competitive analysis. As such, I would like to ask the assessment tools and HR best practices used in the recruitment and hiring of government employees under the Executive Branch.

1. The recruitment, selection and placement process of the PSHS System is strictly in accordance with the recruitment, selection and placement policy set by Civil Service Commission and the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (Revised July 2018). 2. The PSHS System also uses the DOST Merit Selection Plan (MSP) for hiring of non-teaching staff and the approved PSHSS MSP for teaching staff. (PSHSS MSP is available at PSHS Website). Links can be found here:

3. There is a systemwide criteria for hiring new faculty and administrative staff. The criteria can be found in the MSP.
