Dear Sir/Madam:

I am Erwin D. Bonifacio, a local historian from Capiz and a columnist at The Capiz Times. Currently, I am conducting research about unknown Governors of the Province of Capiz. Based on my research, there were seven unknown Governors of Capiz.  Santiago J. Arceño, was appointed Acting Governor of Capiz in 1943. Prior to the war, he was a member of the Philippine Constabulary. He was born on May 23, 1900, in Negros Occidental.

Anent this, I would like to know his last rank in the Philippine Army and his date/year of retirement.
