Dear Ms. Magumcia:

This pertains to your request via the eFOI Portal (www.foi.gov.ph) with Ticket Reference Number #TAPI-138333410383. The same was referred to the Freedom of Information (FOI) Receiving Officer of the Department of Science and Technology – Technology Application and Promotion Institute (DOST-TAPI) for appropriate action.

In your letter, you are requesting for the following information for academic purposes (architectural thesis):
1.	Number of delegates from National Science & Technology Week (NSTW) for the period of 2012 to 2021 per region
2.	Programs to support their inventions. 

The DOST-TAPI was created by virtue of Executive Order No. 128, s. 1987 and is a line agency of the DOST whose primary responsibility is to promote the commercialization of technologies and market the services of other operating units of the Department. DOST-TAPI is also mandated to provide grants and/or venture financing for new and emerging projects, administer the Invention Development Assistance Fund (IDAF) for the initial experiments and prototype development and other invention development-related activities, assist technology generators, inventors, and researchers avail of the laboratories and other facilities of the Research and Development Institutes (RDIs) including DOST Regional Offices and other government agencies, offices, and instrumentalities, and accredit and recognize inventors' associations throughout their activities.

We would like to inform you that the NSTW showcases and highlights the significant contributions of DOST and various government agencies including partner Science and Technology (S&T)  institutions to national development. It has become a platform for heralding science and technology advocacy in the country. There is also a Regional Science and Technology Week (RSTW) conducted per region which are separate events from the NSTW. To know more about the 2021 NSTW, you may visit http://nstw.dost.gov.ph/index.php for more information. 

However, we have a separate and distinct event from the NSTW. The National Invention Contest and Exhibits (NICE) gives encouragement and recognition to inventors so that they could maximize their capability and productivity through the cash rewards and other forms of assistance and promotional support. The finalists in the NICE are the winners in the Regional Invention Contest and Exhibits (RICE), that are conducted by DOST-TAPI and DOST Regional Offices in coordination with local inventors in their areas. 
Hence, as to your first request, we would like to seek clarification whether you are referring to the NSTW or the NICE in order for us to work further on said request. In particular, it would be helpful to know whether the data that you require would be from NICE or RICE or NSTW or RSTW. You may use the reply function on the eFOI portal for request with ticket number #TAPI-138333410383, to respond. We would also like to know the specific topic of your architectural thesis in order for us to assist you with the information that you are seeking. During the period of us awaiting your reply, your request will be put on hold. If we do not receive a reply on or before 05 April 2022, your request will be closed. As to your second request on “programs to support their inventions”, we would like to inform you that the information is already available on our website at www.tapi.dost.gov.ph. Nevertheless, please find attached copy of our Briefer on the programs of assistance for inventors for your reference.

This pertains to your request via the eFOI portal on 16 January 2022 with Ticket Reference Number #TAPI-138333410383. 

In our letter dated 24 January 2022, we have mentioned that we shall provide you with the information on the number of innovator students who participated in the (1) NSTW, (2) NICE and (3) RICE. Hence, kindly see the attached document containing the following data for your perusal:
1.	NSTW Student visitors or delegates from 2012 to 2020. Please note that for the 2021 NSTW, there was no centralized registration that happened because the activities were done virtually, and each agency had separate registration per activity. Information regarding the 2021 NSTW activities and the lead agencies is available online. Please visit the NSTW website at www.nstw.dost.gov.ph for more information; and
2.	NICE and RICE data related to the Outstanding Creative Student Research (SIBOL) Category for College and High School Students. Unfortunately, we do not have any available data and the physical files or records related to NICE 2012 were already disposed. Moreover, the physical files or records related to the records of NICE and RICE from 2013 to 2016 were already disposed. Certificate of Disposal of Records evidencing the disposal of said record were issued in 2019 and 2020 pursuant to the Records Disposition Schedule (RDS) of the National Archives of the Philippines. 

Finally, we would also like to inform you that the other information related to the NSTW, NICE, and RICE are proactively disclosed on our website, www.tapi.dost.gov.ph.
