Thank you for your request dated 02 December 2022 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. You asked for information on the number of college dropouts from 2018-2022. Since you did not provide Form F which needs your signature and should be administered under oath as required under the UP FOI Manual, we regret that we are constrained to DENY your request. Article III Section 7 of the 1987 Constitution, which is the basis for the requirement under the UP FOI Manual, states: “The right of the people to information on matters of public concern shall be recognized.
