Dear Jonalyn Arboleda,

Greetings!

Thank you for your request dated Apr 28, 2022 10:13:26 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request: You asked for Certificate authorizing the President to sign any legal documents as a representative of USeP.

Response to Request: Your FOI request is approved.

The University of Southeastern Philippines enter into different agreements, through Memorandum of Agreement (MoA) and Memorandum of Understanding (MoU) to form partnerships and foster relationships with private and public agencies or individuals. These partnerships and linkages provide myriad opportunities in research and development, cultural awareness, international experiences, curriculum development, among others, for the USeP faculty, staff and students.

In the CHED Administrative Order No.6, series of 2014 on the Standard Format for Agenda of Meetings of the Governing Boards of the State Universities and Colleges (SUCs), the MOAs/MoUs that require the approval from the Board are those involving resource complement or institutional funding from the SUC above PhP 500,000.00.

However, in 2021 the University Board passed and approved BOR Reso. No. 21, s.2021 to Increase Limits Threshold in granting authority University President sign MoU MoA.

Provided in your email, as requested, is the Board Resolution regarding this matter.

Your right to request a review: If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing through email to the University President, Dr. Lourdes C. Generalao at records@usep.edu.ph. Your review request should explain why you are dissatisfied with this response and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.

If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).

Thank you.

Respectfully,
