Good day,

I would like to request for the guidelines in the TV and Film ratings.

If this is applied also in local cable channels from the local TV networks?

Thank you and keep safe.

Dear Mr. Canua:

This is in response to your request dated 06 July 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information (FOI) in the Executive Branch.

YOUR REQUEST:

MTRCB review and classification guidelines for Television (TV)/Cable TV programs.

RESPONSE TO REQUEST:

The Agency has prepared a copy of the requested dataset for your reference, kindly refer to the enclosed documents.

The complete details and discussion about the Agency’s Movie and Television Classification System and its implementing rules and regulations are found in the Presidential Decree No. 1986- the very law that created MTRCB. However, for your convenience, we have provided you specific MTRCB Memorandum Circulars pertaining to Television Review and Classification.

You may access the said file in the enclosed document or download the same through our official website: https://midas.mtrcb.gov.ph/site/#!/pd1986

Regarding your second query, all television programs (including cable TV programs) are under the jurisdiction of MTRCB. However due to the number and nature of cable TV network system having its direct signal transmission, MTRCB in general does not review cable channels. However, with the rise of technology which results in the introduction and transition to Digital Terrestrial Television (DTT) or the “Mahiwagang Black box”, the dynamics of cable TV have changed. Some of the channels that were solely shown on cable TV have crossed over to DTT. Programs under these channels are now subject to the review and classification of MTRCB, thus they are required to superimpose the TV rating pictogram.

Should you require further assistance, please do not hesitate to contact us through (+632 3767380 loc. 108) and look for Ms. Diana Sabado – FOI Receiving Officer and Information Officer. We wish you the best in your research!

YOUR RIGHT TO REQUEST FOR A REVIEW:

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to MTRCB Chairperson Maria Rachel Arenas at MTRCB Building, No. 18 Timog Avenue, Diliman, Quezon City and/or through our email address at: admin@mtrcb.gov.ph. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.

If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).

Thank you.

Very Truly Yours,

Atty. Ann Marie Nemenzo
