The Philippine National Volunteer Service Coordinating Agency (PNVSCA) is the government agency mandated to promote volunteerism as a strategy for development and coordinate volunteer programs and activities in the Philippines.  In particular, PNVSCA is mandated to act as clearinghouse for matters pertaining to international volunteer services (IVS) which is the deployment of foreign volunteers in the Philippines and the deployment of Filipino overseas volunteers.  The age requirement for foreign volunteers to be deployed in the Philippines is at least 18 years old; thus from 2006 to 2015, 100 percent of the 2,269 foreign volunteers deployed across most of the regions in the Philippines are adults. 

In the case of local volunteer services (LVS), PNVSCA coordinated the implementation of the Volunteers for Information and Development Assistance (VIDA) Program which is the platform for local volunteering for Filipino volunteers who wish to share their skills in the development projects of their own community. It provides Filipinos the opportunity to hone their skills further through volunteering. Basic qualification for VIDA volunteers include the following: must be at least 18 years old, possesses technical skills required in project implementation, unemployed and willing to render full time service, a resident of the community where he/she will be assigned, must not be holding any elective position and physically and morally fit.  From 2006 to 2015, 100 percent of the 297 VIDA volunteers deployed across the country are all adults.
