I would like to request the rice production data in all municipalities of Laguna, Lanao del Sur, and Lanao del Norte from the time period specified above. 

If possible, may I request the data to be categorized into dry and wet season production.

You may also try to contact the Provincial Agriculture Office (PAO) of Laguna and Lanao for your request, contact the Philippine Statistics Authority or visit the PSA's OpenStat website at https://openstat.psa.gov.ph/Database/Agriculture-Forestry-Fisheries.
