Response to your request

While our aim is to provide information whenever possible, in this instance that our PRISM Office does not have data about Average soil temperature.

However, you may wish to contact or visit the website of the Bureau of Soils and Water Management at bswm.da.gov.ph. We believe they may have data on soil temperatures.
