Purpose: Seeking clairification on the signatories specifically the "Division Chief"

As an employee of an attached agency of the DA, this is to seek clarification on the "Division Chief" signatory of procurement documents and financial matters. Our top management organizational structure includes: Head of Agency > Deputy Administrator II > Department Manager while that of the DA-Regional/Bureaus is from the Regional Exec. Director/Bureau Dir. >Regional Tech. Director/Asst. Bureau Director > Division Chief. Our Division Chief level is next-in-rank to our Manager. In our case, does this mean that the DA - Division Chief equivalent is our Department Manager? We are confused with the signatories.
