I'm planning on buying a fully battery powered scooter to drive to work daily but I heard that Clark doesn't allow EVs. Is this true? I know for a fact that EVs are more efficient and environment friendly compare to vehicles that burns fossil fuel. They are quite similar to bicycles. If Clark allows bicycles then it's only logical to allow EVs too. I have been working inside Clark for almost 8 years now and I've seen hybrid cars all over the place. Even my colleagues bought thier own. Please shed some light one this matter. Regards
August 17, 2023 Dear Mr. Camino, Greetings! Thank you for your request dated Aug 17, 2023 09:55:50 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for E-Scooter in Clark Pampanga. Response to your request As per the CDC concerned unit Public Safety Division (PSD), please be informed that Bicycle lanes in Clark are for the sole use of cyclists, Non-Motorized Transport (NMT) Users, and Light Mobility Vehicle (LMV) /Personal Mobility Devices (PMD) users. Motor vehicles with their weight and potential speed, will endanger the other users of bicycle lanes when they enter bicycle lanes. While the e-scooters are under the category of Non-Motorized Transport, they are not allowed in Clark Bicycle lanes, especially on Clark Main Roads. Similarly, the PSD mentioned that LTO Chief Edgar Galvante said the e-bikes and e-scooters will be limited to Barangay roads and bicycle lanes designated by authorities. But as far as safety is concerned, users of these electric vehicles are required to wear a bicycle or a motorcycle-style helmet. As per PSD, they are not tolerating the e-scooters in CFZ and are still in the process of reviewing policies, if the e-scooter is allowed or not. The PSD is assuring you that in the future they will inform you on the PSD Planning in relation to e-vehicles/ e-scooter inside the CFZ.
